    Position Summary:

    The Department of Epidemiology and the Iowa Cancer Registry (ICR) is hiring a Health Records Specialist to be responsible for identifying, casefinding reportable cases, abstracting, quality control projects and submitting high quality data following National Cancer Institute (NCI) Surveillance, Epidemiology and End Results (SEER) program and Iowa Cancer Registry guidelines. Responsible for developing, creating, and conducting the training of new and existing staff both within and outside of the ICR along with performing progressive quality control to evaluate data for completeness and accuracy of data.    

    Responsibilities:          

    Data Collection/Subject Recruitment:

    • Resolve complex data collection issues and provide consultative support to participating referring entities and other research sites.
    • Supervise data collection and quality control activities.
    • Determine the reportability of health data based upon documentation in patient medical records (clinical, surgical, pathologic, etc.)

    Abstract, Code and Analyze Data:

    • Make recommendations about and revisions to abstracting, coding, and policy and procedure rules and guidelines.
    • Routinely analyze, compile, code and manage electronic systems and follow-up data; submit data files to central registry according to submission deadlines.
    • Analyze manuals, NAACCR webinars, and other information and providing evidence-based input on casefinding and abstracting policies and procedures. 

    Data Integrity:

    • Design applicable training materials (including training videos for the ICR/SHRI website), technical documentation, and evaluation forms for educational presentations.
    • Review and update existing training and education systems, programs, and services based on evaluation of data standards and the findings from quality control audits of cancer registrars. 
    • Evaluate program services, evaluate data collection tools for quality control requirements.
    • Perform epidemiology related research on specified human health topics and case abstracts according to current data management methodology.

    Communication and Outreach:

    • Establish and maintain effective professional relationships with NCI/SEER QIE, NAACCR, and the National Cancer Registrars Association (NCRA).
    • Establish and maintain effective working relationships with hospitals, laboratories, physicians, and local programs throughout state.
    • Provide training, education, and ongoing educational support for ICR staff, Oncology Data Specialist (ODS) staff at reporting facilities, and non-ODS staff learning to become abstractors at reporting facilities across the state of Iowa.
    • Provide consultative support and outreach to participating health care providers, cancer management programs, and health systems.
    • Collaborate with all ICR staff to create and maintain a high-quality registry that supports research.

    Leadership/Supervision:

    ·         Train new staff in data collection procedures and quality control. Provide constructive feedback to trainees and encourage each trainee to meet established thresholds for accuracy.

    ·         Provide direction, assignments, feedback, coaching and counseling to assure outcomes are achieved.

    ·         Attend abstractor training workshops and provide guidance to oncology data specialist (ODS) professionals in collecting data items for each specific study.

    ·         Training Coordinator and Quality Control specialist for all manuals/sites and works to resolve all complex data collection issues.

    ·         Involvement on a national level providing input to SEER, serving as our Quality Control liaison for the SEER Quality Improvements Experts (QIE) working group.

    Required Qualifications: 

    A bachelor's degree in Medical Records or a human health science, or an equivalent combination of education and experience in medical records, epidemiology, or disease data collection.

    3-5 years of cancer registry experience, including experience coordinating the processing, coding, and reporting of cancer data and the performance of critical review the data.

    Microsoft office product proficiency (i.e., Word, Excel, Powerpoint, TEAMS).

    The ability to travel overnight occasionally.

    Provide a home-based office, including security and a network provider to facilitate the transmission of electronic data to the central office or to receive electronic information/data

    Certification as an Oncology Data Specialist (ODS-c) or ODS eligible (requires knowledge in anatomy, physiology, cancer terminology, and tumor classifications and coding systems, including ICD-O, ICD-9-CM).

     

    Desired Qualifications:

    Familiarity with American College of Surgeons cancer program and NCI/SEER program requirements.

    Demonstrated ability to function independently, needing minimal guidance.

    Evidence of good verbal and written communication skills.

    This position is eligible for hybrid work within Iowa and will require a work arrangement form to be completed upon the start of your employment. Per policy, work arrangements will be reviewed annually, and must comply with the remote work program and related policies and employee travel policy when working at a remote location.
