    Health Science Officer - Oncology Data Program Manager

    This position is located within the Office of Specialty Care Services, National Oncology Program under the Veterans Health Administration (VHA) Central Office, Station 101 and in Washington, DC. The selectee will be virtually assigned.

    Responsibilities

    The position is in the National Oncology Program (NOP), Specialty Care Services (SCS), Veterans Health Administration, and Department of Veterans Affairs. Under the direct supervision of the Director for Precision Oncology (DPO), the Oncology Data Program Manager (incumbent) is responsible for managing the Department of Veterans Affairs' (VA) cancer registry system, including the VA Central Cancer Registry (VACCR). The Oncology Program supports VA's efforts in prevention, early detection, diagnosis, treatment, and survivorship of Veterans with cancer. Your duties may include, but are not limited to, the following:

    • Provide overall direction and support of daily operations of the VACCR Systems
    • Assist the DPO and the National Program Director (NPD) with the operational and long-term planning of the VACCRS.
    • Function as the program manager which includes the administration, review and maintenance of the budget, procurement, information security and privacy and coordination of the wide range of high graded subordinate staff;
    • Participate in network and national related efforts related to projects/initiatives and assigned goals of NOP and the Precision Oncology Initiative (POI);
    • Lead and organize National, Veterans Integrated Service Network (VISN), and Health Care System quality, performance, and improvement efforts as it pertains to the VACCRS;
    • Coordinate with the operational and research components of the VHA enterprise for the establishment of an enhanced VACCR and Integrates with the POI and National Tele-oncology expansion.

    Work Schedule: Full-time, Monday-Friday, 8:30 am-5:00 pm (flexibility of work schedule may be negotiable after selection)

    Qualifications

    To qualify for this position, you must meet the following Basic Education Requirement for the 0601 series:
    Basic Education Requirement: You must have successfully completed a Bachelor's or graduate/higher level degree, with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the Health Science Specialist - Oncology Program Coordinator. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. THE TRANSCRIPTS WITH YOUR APPLICATION PACKAGE MUST SHOW THE SCHOOL ATTENDED, DEGREE OBTAINED, AND DATE CONFERRED.

    In addition to the Basic Education Requirement above, to qualify for this position at the GS-14 level, you must meet the following:
    Specialized Experience: One year of specialized experience equivalent to at least the next lower grade level (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience includes, but is not limited to, the following: Experience using and working with a cancer registry program; experience working with various cancer registries, associations, and programs such as North American Association of Central Cancer Registries (NAACCR), National Program of Cancer Registries (NPCR), National Cancer Institute Surveillance, Epidemiology, End Results (NCI SEER) Program, National Cancer Registrars Association (NCRA), or the American Joint Committee on Cancer (AJCC); providing in depth administrative oversight over an Oncology Program; managing, manipulating, interpreting, and presenting data as it relates to cancer/oncology; working knowledge of health care delivery systems, missions, programs, and organizational relationships; exercising delegated responsibility and authority to plan, schedule, and carry out major health care delivery projects concerned with the analysis and evaluation of programs or organizational effectiveness; experience leading, training, and developing subordinate staff members; experience applying principles, practices, methods, and techniques of public health program administration; providing executive and technical guidance; providing progress, statistical reporting, and analysis; experience in applying experimental theories and new developments to problems; making decisions or recommendations significantly changing, interpreting, or developing important policies and programs; experience in conducting research, analysis to develop reports with assessments of mission requirements that can be used to devise solutions to identified problem areas associated with acquisition projects or program area; developing, analyzing, tracking, and reporting annual spending plans and budget submissions. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates, AND hours worked per week.
