    Health Science Officer - Oncology Data Program Manager

    This position is located within the Office of the Deputy Under Secretary for Health for Policy and Services (DUSHPS), National Oncology Program under the Veterans Health Administration (VHA) Central Office, Washington, DC. The Oncology Program supports the Department of Veterans Affairs' (VA) efforts in prevention, early detection, diagnosis, treatment, and survivorship of Veterans with cancer. This is a virtual position.

    Responsibilities

    Duties include, but may not be limited to:

    o    Assists the Director of Precision Oncology and the National Program Director for Oncology with the operational and long-term planning of Oncology Data Initiatives under the National Oncology Program.

    o    Performs and manages data framework, data handling and quality assurance for incoming oncology data from all data sources relevant to the National Oncology Program.

    o    Evaluates processes and makes recommendations for effective organizational changes related to oncology data.

    o    Collaborates with research investigators and staff, overseeing oncology related data requests.

    o    Ensures the various Oncology Data initiatives collect, collate, and provide data that enables VA medical services at all levels.

    o    Provides routine reports to the National Program Director for Oncology and upper-level administration on the clinical, technology and business operations and use of data resources and capabilities.

    o    Reviews and endorses new, or revises existing contracts for goods and services related to oncology data operations.

    o    Develops quality improvement programs, plans, procedures, and methodologies.

    o    Manages processes and functions related to Extract, Transformation and Load (ETL) as it pertains to data extraction, data transformation, data cleansing, and data warehousing.

    o    Maintains records on the design and structure of all oncology data resources under the National Oncology Program.

    o    Provides overall direction and support of daily operations of for the VA Cancer Registry Systems.

    o    Develops national policies and procedures for uniform reporting standards that allow for the establishment, efficient operation, maintenance, and modernization of the VA Central Cancer Registry System.

    o    Serves as the primary liaison with external cancer registry related organizations.

    o    Leads cancer registry and other oncology data related ad hoc teams concerned with studies or projects related to significant changes that have national impact.

    o    Supervises high-level employees.

    o    Performs other duties as assigned.

    Work Schedule: Monday - Friday, 8:00am - 4:30pm

    Qualifications

    To qualify for this position, applicant(s) must meet the following requirements:

    SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration.

    The SPF for this position is: Experience in the management of a clinical program using oncology data resources within a healthcare organization. To be creditable, this experience must be clearly documented in your resume. We will not make assumptions regarding the Selective Placement Factor.

    AND
    BASIC EDUCATION REQUIREMENT (TRANSCRIPT REQUIRED): Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

    AND
    SPECIALIZED EXPERIENCE: Requires at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes experience with a cancer registry system such as state cancer registry or cancer registry of a large healthcare system; working knowledge of Extract, Transformation and Load (ETL) as it pertains to data extraction, data transformation, data cleansing, and data warehousing; experience with implementation of an electronic medical record system or transitioning from one system to another for oncology applications; collaboration with research investigators and staff, overseeing oncology related data requests; and supervising employees.
