    Pre-Solicitation Notice for Request for Proposals (RFP) 75N91019R00029, Surveillance, Epidemiology, and End Results (SEER) Program

     

    Contracting Office Address:

    Description:

     The Surveillance Research Program (SRP) within the Division of Cancer Control and Population Sciences (DCCPS) and the Prevention, Control and Population Sciences Branch (PCPSB) within the Office of Acquisitions (OA), National Cancer Institute, National Institutes of Health, intends to solicit for a ramp-on of additional registries to the Surveillance, Epidemiology, and End Results (SEER) Program.

     

    The purpose of this acquisition is to obtain the services of additional population-based central cancer registries to collect and report on population-based cancer incidence, treatment, and survival data. The SEER Program is the NCI's major resource for measuring changes in incidence, morbidity, and mortality associated with cancer. The SEER Program serves three major thrusts of the NCI: cancer control, treatment, and epidemiology. The SEER Program was established in 1973 in response to the National Cancer Act of 1971, which mandated that NCI collect, analyze, and disseminate all data useful in the prevention, diagnosis, and treatment of cancer (Public Law 92-218). The Product Service Code (PSC) is AN11 - Research and Development. The North American Industry Classification System (NAICS) code is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and  Biotechnology).

     

    The NCI anticipates awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts pursuant to Federal Acquisition Regulation Subpart 16.5 "Indefinite-Delivery Contracts". Due to a revision in the solicitation timeline it is no longer anticipated that successful offerors will join the current SEER Program on May 1, 2020. The new anticipated date that the ramp-on base contracts will be awarded  is on or around November 5, 2020, for a period of performance of 8 years

     

     Successful offerors must meet all Mandatory Evaluation Criteria and be capable of performing all aspects of the work described in the base Statement of Work to be considered for award. The Mandatory Qualification Criteria will be included in the Request for Proposal (RFP) 75N91019R00029 which will be available on or about August 23, 2019. The Mandatory Evaluation Criteria is anticipated to include the following:

     

    1. The Offeror shall document that their registry is the designated agent to collect data on cancer patients for the specified geographic area. If an Offeror is named in the legislation authorizing collection of cancer data, a copy of the statutory requirement authorizing collection of cancer data by the Offeror is required at proposal submission. If the Offeror is not named in the legislation authorizing collection of cancer data, a letter documenting that the Offeror has received a delegation of authority to collect data as well as a copy of the statutory requirement authorizing collection of cancer data by the designee is required at proposal submission.

     

    2. The Offeror shall document through an attesting letter signed by both the proposed Principal Investigator and Business Official that:

     

    a. The Offeror's coverage area includes only geographic areas within the United States of America, District of Columbia, & U.S. Territories. Geographic area refers to a state, tribal area, territory, or federal district, combinations of states, tribal areas, territories, or federal districts, or combinations of counties or parishes. Combinations of counties or parishes may cross state, tribal area, territory, or federal district boundaries. Offerors shall provide documentation supporting their representation for a coverage area that is wholly within the United States of America (U.S.). The U.S. is composed of 50 states, the District of Columbia, and five inhabited territories (Puerto Rico, Guam, Northern Marianas, United States Virgin Islands, and American Samoa).

     

    b. The Offeror's laws and policies allow for the release of cancer surveillance data to researchers and other investigators, the sharing of cancer cases with other U.S. based cancer registries through data exchange agreements, and the linkage of the Offeror's cancer surveillance data with other sources.

     

    c. The Offeror is currently deployed on and committed to the continued use of SEER*DMS or the Offeror is committed to migrating to and using SEER*DMS within a designated time period to be determined by the NCI. Offerors who are not currently using SEER*DMS will migrate over following award. Offerors who are not currently using SEER*DMS who state in their letter that they intend to retain their current data management system and build an interface with SEER*DMS will be deemed as not having met this mandatory requirement.

     Anticipated Request for Proposal: 

     Request for Proposal (RFP) 75N91019R00029 will be available on or about August 23, 2019 and receipt of proposals will be due at 4:00PM, Eastern Time on or about February 23, 2020. THIS ACQUISITION IS NOT A SMALL BUSINESS SET-ASIDE. THIS ACQUISITION WILL BE SOLICITED THROUGH FULL AND OPEN COMPETITION. 

     

    The RFP will only be available electronically and must be accessed through the FedBizOpps website (www.fbo.gov) . All information required for submission of a proposal will be contained in the electronic RFP package. It is the Offeror's responsibility to monitor the above

    websites for the release of this RFP and amendments, if any. All responsible sources may submit a proposal, which shall be considered by the agency. This notice does not commit the Government to award a contract.

     

    Offerors will be required to submit their proposals online at the NIH electronic Contract Proposal Submission (eCPS) website (https://ecps.nih.gov/) ONLY.  Proposals submitted through any other method of transmission will not be accepted.  

     

    POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE RFP AND ANY POSSIBLE AMENDMENTS; FAILURE TO DO SO WILL BE AT YOUR ORGANIZATION'S OWN RISK. ALL INQUIRIES SHALL BE SUBMITTED ELECTRONICALLY TO THE CONTRACTING OFFICERS LISTED AS THE POINTS OF CONTACT BELOW.
