    The National Cancer Institute (NCI), a major research component of the National Institutes of Health (NIH) and the US Department of Health and Human Services (DHHS), is conducting a national search for the position of Chief of the Surveillance Informatics Research Branch (SIB) within the Surveillance Research Program (SRP). SRP supports population-based cancer research to provide a quantitative portrait of cancer in the US population and to understand the factors influencing the cancer burden in specific populations. A premier program in SRP is the Surveillance Epidemiology and End Results (SEER) Program which collects and manages high-quality data from 16 U.S. based cancer registries in specific geographic areas that represents 35 percent of the US population. Data from the SEER registries provide the foundation to answer questions about cancer etiology, prevention, treatment and control.

    SIB will focus on identifying and using informatics techniques and tools to maximize  cancer registry infrastructure and data to support cancer research. The branch will support research in innovative methods to acquire and link data from a variety of sources, and to develop methods for the electronic capture and automated processing of these data to assist in the classification, storage, and retrieval of information on cancer cases in the US. Among other efforts, the branch will utilize the SEER registry infrastructure to identify and access population-linked biospecimens, conduct research on new methodologies using information technology to support and enhance cancer surveillance.

    The Chief of the SIB will lead the effort to enhance current surveillance system methodologies and tools by applying information sciences that will improve the completeness, quality and level of detail maintained in the SEER data with a focus towards improving the ability of SEER to support a broader variety of cancer research. The chief will oversee Branch-funded research, represent the Branch at higher administrative levels, serve as an expert consultant on cancer surveillance and informatics in responding to inquires from scientific and professional societies, academic research organizations and other appropriate venues. The chief will work collaboratively with external partners to identify, test and implement innovative technologies to support access and analysis of SEER data. Examples include: cloud-based access and supporting federation of heterogeneous data. He/she will also support ongoing collaborative activities with the Department of Energy Laboratories related to critical activities such as deep learning, NLP, precision modeling of patient trajectories; methods and tools for de-identification, linkages etc. The branch will consist of a professional level staff of scientists with additional administrative and research support staff. Branch scientists will work in small collaborative teams, including individuals from other units of NCI, NIH and HHS (including the CDC), along with the cancer registry community to achieve these goals.

    The ideal candidate for the position will have a PhD, MD and/or equivalent level of training or experience in areas such as the information sciences or medical informatics as well as substantial career experience and a strong track-record in the initiation, oversight, and evaluation of research methods/tools in these areas, preferably with applicability to cancer. We are specifically looking for candidates with experience in methods for linking diverse data, and/or innovative methods that will enhance the efficiency, depth and scope of the surveillance data collected by the SEER registries.
